This is a rough translation of one of the documents from Monday's TEPCO data dump.
The images had people wondering what the document actually said. The following
is the page by page translation of the document.
A couple of things of note:
They showed the stairs between 2nd and 3rd floor to be destroyed at reactor 4. A complete absence of
any information otherwise about the well known structural damage at 4. Even TEPCO had previously admitted it.

Their heat exchange loop relies on them getting into the lowest levels of the building to set up a sump system to
recirculate water out of the torus. The ability to get either equipment or humans into that part of the building may
be an issue due to flooding and high radiation.
